The security document industry is currently undergoing a step change in
technology with the introduction of Machine Readable Travel Documents (MRTDs)
based on the specifications being developed under the auspices of ICAO.
The specifications and standards to which these products must adhere remain
open to scrutiny and comment, which has meant that they are somewhat fluid and
subject to amendment; nevertheless vendors have produced products based on their
interpretation of the standards and governments around the world are initiating
procurement processes.
Vendors and governments alike agree that there is a requirement for
independent testing and certification to ensure interoperability between
